Which one is better or cheaper ? this one or the one which also made by zep but comes in 64 oz bottle liquid form?

The performance is one and the same. The Liquid Drain Defense Build-up Remover is available in 64 ounces and does not require mixing. Pour 1 ounce of the Liquid Drain Defense Build-up Remover into the drain, followed by 16 ounces of warm water. Whereas, the Drain Defense powder require to be premixed. Add one scoop of the powder into 16 ounces of warm water and pour the mixture into drain.

Is this like the old drain care? I want to use it in the bathroom for the stench out of the overfill drain.

It seems to help with odor but not knowing what is causing your odor problem or how severe it is, I hesitate to say this product would be 100% effective on solving that problem. And I have no idea what “old drain care” is so I really don’t know.

Is this product safe for pex tubing? I need to prevent fat buildup in my kitchen plumbing.

Absolutely. When used as directed, Zep Drain Defense Pipe Build-up Remover is suitable for all plumbing, including "pex tubing." Use Zep Drain Defense Pipe Build-up Remover to dissolve years of grease, oil, and other drain clogging build-up. For best results, mix 1 scoop of Zep Drain Defense Pipe Build-up Powder with 16 ounces of "warm" water and stir until treatment is properly mixed. Pour mixture into drain and allow treatment to work for 6 hours or overnight.
