what is the return policy if it does not work or is not what I actually need?

Talk to Amazon about the return policy.

I ordered this drill and did receive the product but the drill bits were missing from the box. How do I go about communicating with the seller?

Look on the site where you ordered or contact amazon.

Can i use this with screw bits to screw in screws? i need an honest opinion. how hard is it to frank? can a person with arthritis do it?

There is no reason you couldn't chuck hex screwdriver bits into this if you predrill the screw holes , but I have just a touch of arthritis in my thumb and the one I bought would not be something I would want to use for many screws - it does not turn smoothly or evenly. Perhaps a push drill that uses hex bits, like the Kings County Tools driver. Just push down, no turning required.
