Will this screw into a female 1/4 npt opening?

Yes, of course. The 1/4 Male NPT can screw into 1/4 Female NPT thread.

Will this work with 1/2" pex pipe using cinch ring? Thank you

I kind of doubt it, I think the taper is too much and I think the OD of this is slightly smaller then a PEX fitting. I think the PEX would work its way down the and off the barb. Maybe if you put two rings? Its a longer barb then PEX fittings. Might be worth a try if it is somewhere you can keep an eye on it and it wouldn't cause damage if it did come off.

do you sell a 3/4" to 1/2" reducer in SS for barbed hose ?

I wouldn't go above 200psi with the right hose and clamp

Is this safe for carbonated water?

It is made from ss 304, which is what most brewers use. So, I would say yes...However, for water, I would use PBT.

Correction to my previous review. Part is true NTP and is as advertised. Do not confuse for NTPF (National Pipe Thread Fuel) which has more taper and designed for improved sealing.
