No it is only rated to 240 degrees Fahrenheit

can this be painted over?

This is not a product that should be exposed such that they finish paint coat would be necessary. It should be used in the rafters and in areas you’re trying to fire block to prevent the spread of flames in an emergency situation. I have no idea if you can paint this, because I don’t think you should ever need to.

Closed cell or open cell?

Should be on the label imo because of its density I would say closed I've seen open cell nowhere near as thick as this you would have to cut this stuff off open cell I can rip w my hands
