Does the printer come in with the cable connection?

I don't know. I ended up sending it back as it was such an old model printer

Is a toner cartridge included?

No. I do not recommend you to purchase a CERFIFIED REFURBISHED hp LaserJet 1012, I purchased Through Amazon on 01/12/2019 In March 2020, the printing came out on and off with blank lines. But due to the COVID19, I was not able to send back the printer to Amazon to be refunded. I purchased a HP LASERJET 1012 in 2004 and use it until July 2019.... Being a Professor, I printed a lot of documents. Only Black and White printing. This PRINTER is wonderful and I never have a problem until 2019.
