It has a hair net, cap like lining with straps on either side.

What are the straps for?

I looped them around my daughter's ears. LOL

Will it fit a 15 year old

Depending on how big the 15 year old is, it very well may. I bought it for my almost 10 year old, there were actually straps, located on the back of the wig, underneath, to adjust it to the size you desire. I hope this helps!!
