Will this help keep eyebrow pencil from smudging? Is it water proof?

I think this product will not keep your eyebrow pencil in place. Mine, for example, smudges all my eyebrow products applied before including Anastasia brow powder(which works great by the way) I am not sure if it's waterproof. I guess mine is not, because it is clear gel designed to keep your eyebrows put. Color gels might be waterproof thought!

No. It is color in a Gel. It is like your mascara but a different consistency. I have been using for a couple of years. I have very blond eyebrows and strawberry blond hair. With this product I can match my hair color. It defines your brows and helps fill them in. I love this product.
