Yes Cricut MAKER can cut this size. But will take several cuts to go thur this size clipboard.

Can be cut with sizers?

The chipboard is fairly thick, however, these can be cut with scissors but they'll need to be pretty sharp.

Can an xacto knife cut through it?

Yes. An exacto knife cuts through it, however, depending on the sharpness, you may have to cut through it a few times. It’s pretty thick.

can you us a hole puncher on this?

I used a We are Memory Keepers Cinch Book Binding Tool. Sort or a heavy duty multiple holes punch thing. As far as a standard single hand-held hole punch, it works but you wouldn't want to do a ton of them. Just as a heads up, I needed a bunch cut to 5x7, and most print shops and similar businesses wouldn't touch it because it is too thick and will dull their heavy duty blades.
