These fit into the 5x5 inserts and 8 of those fit into a 10x20

Good question, seems feasible but would have to be tried.

Q: Do you put the seeds on top of the pad or underneath?

You would place most of your seeds on top of the grow pad. The only exception I can think of might be corn. If you are growing micro greens, you can just leave them to grow on the pad until harvest in about 3-4 weeks. For others you will want to transplant them in about 3 weeks.
