The pair. It's actually 4. There are two holes on each side.

Have a 2009 ultra classic electra glide need plugs for my fairing to plug the holes where the mirrors go

I used them on my 08 Street Glide for the same reason. The hole for the smaller plug needed to be reamed out a little and I had to glue the larger plug in place. A much cheaper alternative would be to go to Lowes or Home Depot. Check in the hardware dept. They have the same plugs for less than $1.50 each..

Can anyone tell me what diameter hole the big ones fill? I need a plug for a 1" hole that some dimwit drilled to install an antena in my fairing.

These are only big enough to fill the holes from the stock mirror hardware in the fairing. The biggest hole they will fit is nowhere near a 1" hole.

What Plug do you use if it is a 2014 SG?

My Street Glide is a 2007. I haven't looked close enough at a 2014 to know if there is a difference in the stock mirror holes. In the older bikes, you use both. The small plug is for the plastic piece on the stock mirror that prevents it from twisting loose. The large plug is for the stock mounting bolt. So, I guess the short answer is both if the design hasn't changed.
