Yes, there is a dial on the filter to adjust the flow of the water which will be very helpful for your pretty pet.

How often should I have to clean the cat fountain?

I change the water twice a week, giving it a rinse out once a week. When I change the filter (about every 3 weeks), I give it a more thorough clean.

Does it really have the water capacity of 2.4 L ?

Yes, i use it already but i didn't measure it still. But i think it is enough for your pet.
