No, they do not need to be refrigerated in fact you should not refrigerate them. This is because they are dried in commercial ovens to a moisture level less than 10%. This is done so that pathogens can not develop and grow. This is a requirement from the FDA regarding dehydrated peppers. Putting them in a refrigerator will defeat this purpose. When you are ready to eat the peppers, you can submerge them in warm water for 20 minutes and they will re-hydrate themselves.
