Im not sure exactly what you're asking. This product has a removable head which makes it tunable, not all are made that way. I chose this one for that reason as well as a more mellow sound when compared with a metallic whistle.

I believe it is. It's plastic, but I got it to learn on it without investing a ton of money. I've been able to get a surprisingly good tone out of it. I'm a former flute player and the sound is as good as my silver flute in my opinion.
