Can I use 1/4 inch burr with this handpiece

No, the widest that the jaws open is 5/32. For 1/4 you’d wanna get the 44T handpiece that Foredom makes, which uses collets instead of a chuck.

Hi, do I need a speed control for this?

No you don’t. I usually run mine wide open. My Dremel goes up to1800 RPM but you can use it at higher speeds.
