If you’re not touching the threads directly, the threads are not able to Serve as a conductor between your body and the earth. Be sure your outlet is grounded. I bought a tester at Home Depot to easily test them. Costs about $5.

Most houses and apartments have a ground. This ground is wired throughout the home with the outlets. The round hole under the plugs is the ground. Or in the kitchen and bathroom, appliances have a 3 prong plug, the round part is the ground. This sheet plugs into the ground, only the round hole.
