Q: It says no shipping to my address in Southern California?

Due to California prop 65. Gun pocket used in this jacket has a material which is not allowed to sell in California.

Q: Is this shirt water resistant?

Don't think so. Haven't ridden in the rain with it. But it can be made so with Scotchgard or a similar product. I intend to do that with mine, but I live in the desert and just haven't gotten around to it. It's a great jacket, and besides the Kevlar fabric protection, it has some body armor. "Shirt" is really a misnomer, it's a jacket with no side pockets. Handles 50 and 60 degree temps well. This has become my "go to" warm and cool weather riding jacket because of it's armor qualities and because it's very comfortable. You'll want lighter and heavier jackets for hot and cold weather.

I’m 6ft 1in tall I wear a 40x32 jeans. I have a 52-54 inch chest so I bought the 4xl and it fits perfectly.

Q: Pads included in this item?

Yes, armor pads in shoulders and elbows, and a pocket to accept a spine armor plate in the back lining. No back armor. Your call - the jacket is aramid (Kevlar) fiber and the armor is comfortable. If you want armor in the back of the jacket, either steal it from one of your other jackets, or take the measurements and buy the plate at a local cycle store. I think this is a killer jacket comfortable and protective. If you don't buy it, it's on you.
