Is this good for a 1 year old

I believe the package age rating is 3+. I purchased for my 3 year old nephew at Christmas. I think the rule is that if it can fit inside a paper towel tube, it's too small for young children. The pieces are pretty big, but I don't think a 1 year old would have the dexterity to manipulate the pieces.
