Q: Is this product flexabull or dos it set hard like putty, as need it to be like silicone seal

Hi, yes it is just like silicone but heat resistant absolutely great. I have a multi fuel Stove & every summer I used to have to replace the fire cement, as with the expansion and contraction over the Winter it all cracks causing smoke leaks & draughts. Just one more job I don't have to do anymore.

Q: can this be used to fill plasterboard where hole has been cut for flu to go through?

i did and put a first bead of seal smoothed round the flu and pushed into gap between plaster and flu, then once cured put a second bead and smoothed. Works well.
