Cheap plastic sets of fittings allow two positions so that a lifted seat is not too vertical and at risk of falling forward, Can this happen with this set? .

Well, you have to look at the picture very carefully if the pins are the right size to insert into the hole of the lid sockets.  This fittings did not work on my toilet seat.  I would advise to buy the whole set of toilet seat from any DIY store which contains the hinges and screws.

Is this a top-fix fitting? If not, where can I get L-shape hinge top-fix fittings?

Good morning Jonathan,
My husband set this business up some time ago but unfortunately he pass away not to long ago with cancer. and left me to deal with things!
I have to be honest as I really cannot answer you question on this one as I am very blonde!! 
Please find attached his fitting instruction which I hope will help. Any problems please email me privately at:-
audrawilson@live.co.uk and I should also be able to send you a diagram for the fitting which will explain in more detail.

First of all screw the ‘base-plates’ onto threaded part of the hinges. The ‘base plates’ look like large stainless steel washers and are rounded on one side. Screw them on with the rounded side to the top of the hinge. Make sure these are as tight as you can get them by hand, or use mole grips if you have them.

Next slide the thin ‘rubber washer’ onto the hinge and push it up to the ‘Base-plate’. Now slot the main body of the hinges into the holes in the toilet seat and then position the hinges through the holes in the ceramic toilet bowl. You may have to loosen the two collars, with the allen key provided, to do this.

If you have purchased the hinges + the NONE SLIP kit then carry on from ‘1’. 
If you have purchased hinges on their own then skip ‘1’ and carry on from ‘2’

1.  From underneath push the ‘NONE SLIP FITTINGS’ onto the threaded rods and push them as far up the rods as you can, into the holes in the ceramic bowl. They are a very tight fit and you may have to almost screw them on.
 
2.  Now fit the ‘Plastic / metal’ washers with the full plastic side upwards. Screw on the nuts and gently tighten by hand. Then, using the small allen key supplied, loosen the collar on each hinge and move each collar so that the seat overhangs the toilet bowl equally on each side, then gently tighten the collars. (Do not over tighten). The collars do not take any weight so there is no need to over tighten them. Also ensure the allen key is pushed all the way into the grub screw before tightening otherwise you will round off the grub screw. I cannot accept a return if a grub screw is damaged as I cannot resell. All returns are checked for this damage.
Before tightening the bottom nut with the plastic spanner please read the following PLUMBERS TIP.

PLUMBERS TIP  --  You should now have the seat positioned centrally on the toilet bowl, i.e. the seat overhanging the bowl equally on each side. Now tighten the bottom nuts a few turns using the plastic spanner and check the seat is still positioned correctly. Tighten a few more turns and check position again. Continue this process and it will ensure that the seat is correctly positioned by the time you get it really tight.  (Follow this process and you will get it right first time)

Is it possible to get these with a 7mm smooth section rather than 9.5mm?

I'm afraid I only sell the one size and to be honest with you I haven't found them in a 7mm fitting!
So sorry I can't be more helpful.

will these hinges fit a Twyford Toilet Basin with holes 9 inches apart?
