Yes it will hurt if you get hit. The pain is diminished as these are rubber sai and not metal.

Q: is there one or 2 in an order

They are shipped as a pair. The plastic sais are too light for any level of training. My grandson diduch better with 15 inch metal sais he was 5 1/2 years old. Scott Salley

Q: Are these hard rubber or flimsy?

They are rubber and extremely flimsy. The center blade is most noticeable it bends under its own weight. Not a great prop but good for preventing injury.
