Q: Does this lower the GH?

It can lower the GH a bit, but it's not very reliable for that and if you're starting with a high hardness value you may not detect any change. It's useful for lowering pH a bit, that's what I use it for. If you want to keep fish that require very soft water and are not used to lots of chemicals (e.g. carbonates, nitrates, phosphates, trace metals...), such as many which live in rainforest streams then really you need a reverse osmosis unit , or collect and use rainwater to avoid these and get low GH. Some of these species are extremely sensitive to these chemicals and will die within a few weeks or months if the water is wrong; however with RO or rainwater they will thrive for many years (e.g. chocolate and licorice gouramis, many wild Betta species...)

Q: Can you put this straight in to the tank with the gravel or does it have to be in a filter?

I put it mixed with the gravel.Now have a great tank.

Q: Is it suitable for plants such as peace lily's or is it strictly an aquarium substrate?

It's not a substrate for plants or aquariums , I use it in my canister filter placed in a mesh bag to keep my aquarium water PH below neutral around 6.7, if you require a substrate for plants search for that you will find easily.
