Q: Are the dimensions given "assembled" with the wheels or just the basket? I need dimensions assembled.

wheels to top of assembled basket is 271/2 inches. Or floor to top of basket is 27-1/2 inches.

Q: where can I find the replacement casters for this cart? Mine is about 2 yrs old and the casters are wore out.

No it does not. I have had mine for several years and still looks like the day I bought it. I even bought one for each of my daughters and they too love them!
