Q: Can this fit thru a bathroom door that is20" wide?

Under normal circumstances there should be no problem passing through a door of this size

Q: Does the foot rest fold up and out of the way to slow person to do in the chair without having to straddle the foot rest?

Yes, the foot rest folds up and tucks out of the way. (I bought this wheelchair for my mom.) I fold it out of the way, so my mom can sit on the chair without the foot rest being in her way. Once she sits down, I ask her to lift her feet up a bit so I can unfold the foot rest and she can rest her feet on it. It works well for her. Hope this helps.
