Yes but only use very little as it is strong.

Is this True French lavender (Lavandula dentata)?

The packaging doesn't say what variety of lavender it contains. I do know the scent is very mild. It comes packed in a very thin and very hard vacuum sealed plastic bag. It looks nothing like the photo. I will not be buying again.
