Q: Would this be good for 2 5lb puppies. Onluy to carry them from inxside to their yard. I just broke my knee and will be using a walker and need a way .

yeah, this should definitely help with carrying the pups from inside to the yard. (they might not enjoy sharing the same space as much, lol, but doesn't sound like it will be a long distance) speedy recovery on your knee!

Q: Would this be okay for a 14 lb dog ?

Yes. But only if your pet is calm and doesn't get too excited when approaching other people with pets. I think it will be a tight fit and a little uncomfortable on your shoulder with the sling. My dog is 9 Lbs. and it was better when he was lighter.

Q: Are you able to put a soft board on the bottom for stability?

You can try something like double cardboard. It really would depend on how heavy your dog is, or how big. It works well just like it is for my 7lb. Yorkie.
