Q: Should I up if a 1/2 size? Or do they run long?

Size down if you’re 10 1/2. For me, I’m a 10 1/2 and the 11 flopped around on my feet.

I wear a 14 4e wide … I bought a 15 they fit and are comfortable

Yes, but I would recommend sizing up. I found them to run small.
