Not really sure what you're asking. (KeenPower 6000A is a jump box.) If a 12v battery is dead, then this jump box might be able to give enough power to start a vehicle.

Q: Standby time in months?

This being a capacitor based unit, versus a battery type jump pack, it is used for building a charge and using it to start a vehicle instead of storage of a charge for long periods of time. Check out the explanation material and video (and youtube reviews) to help understand what makes this unit different than a portable battery pack. This has the ability to take power from a weak battery, build up a charge and build capacitor voltage to 15vDC before it connects caps directly to the leads (with a timer to give you a chance to get back to the key) to give you a short boost.

Q: When you charge it with portable power bank, can it jump start without car battery or complete dead battery?

Probably not. We couldn't get it to jump start a truck on a mostly dead battery. We returned it and bought a different brand jump box.

Q: Once charged, does this have the override function for use without a battery?

This jump box has a USB out to charge or power something else.
