Q: Would these work under skirts and dress to prevent chafing?

That's exactly the reason I bought these shorts! It works great for me. Tighter skirts/dresses will show the seams from these shorts and anything short will rise above the shorts, but they are invisible under a mid-length (~5in above the knee and longer) a-line.

Yes, they are good for running. The shorts are breathable and offer flexibility without lessening their compression.
