Where are your bells manufactured?

From the I formation on the packing box, these are manufactured in China.

Is the option for "20.5kg" the 12-32kg adjustable kettlebell?

I also have the basic set up to 20.5K. Plenty of weight for me know...will probably buy the extra plates set in a year, depending on my progress.

Are tools included? The spanner and Allen wrench? Please clarify. Also, does this include the expansion pack (to allow for weights from 12 to 32 kg)?

I did receive the tools wrench and alan wrench Didn’t get the added weights so mine only goes to 20.5

Will the 13kg expansion pack ever get restocked? I've been checking since March 2023.

I dont know, you'd have to ask the manufacturer. Now think about this though, any standard weight plate will fit in the 2-4lb range.
