Q: Is it too transparent to wear as a hijab?

I think it would be fine if doubled over as the material is quite large.

I bought the dark grey and yes it is transparent but not unduly so. The picture on the Internet was quite accurate. A lighter colour may well be more transparent though? If you need something very see through like a pair of tights then this wrap is not like that, if you need something slightly opaque then I'd say this wrap is like that.

Q: Will this cover a tattoo?

As the previous answer, I don't think it will cover a tattoo, perhaps you could try a chiffon/crepe one.
