Q: Is this tarp 10' x 12' ?

yes, I ordered 4 of them, they come tightly folded and first time they got cold(between 20-30 degrees) they developed many cracks along fold lines, guessing they had been stored very cold, not happy here.

Q: Is the height 8 ft or the width 8 ft?

The width is 8'. I know this because it's just a little narrow for our patio, which is just a bit over 8' wide.It's also worth noting that it really is heavy-duty and if you're handling it alone, it's on the heavy side.If you need any more information, just ask :-0

Q: How strong is the plastic material? Would it just rip if it was pulled on? Or would it be hard for someone to vandalized it?

I was surprised just how strong these are. Mine have held up to 70mph wind and out of 4 tarps, I only have one tarp that one grommet pulled loose. I discovered the key to it is to have the tarps screw in tight with a washer a bit larger than the grommet itself. I give it 5 stars
