The heater is for 12V and they name it "Car Air Heater" because you need at least 9Amps output. !00W/12V=8.33A... to be connected to something like a car battery. 110 will burn the heater in a few minutes

Q: Does this need something like a 12V/10A power supply?

10 A would work. Required supply is easy with dc. Wattage is simply volts times amps so in this case 70 watts / 12 volts equals 5.83 amps. Really the same with ac supply. Just divide by voltage (110, 120, 240 - what ever voltage the item uses)
