Q: Will this back pack fit comfortably under an airplane seat for traveling?

It should laying down yes. The base comes out for cleaning so if it was too wide you could remove that and it might fit better if needed.

Q: Will it fit 2 small dogs - 5 lbs each (Chihuahuas)?

I have to 4lb kittens and they are pretty happy in it. They can sit next to each other and don't seem to complain. At some point I'll have to get a bigger backpack to bring both of them, but I imagine two 5-lb chihuahuas would fit snugly.
