Q: Is this as strong as the Web Master for bigger dogs pulling when they see another dog? Seams will not bust out while holding them back?

Yes it has better lower support and less fabric on top. I like both I bought the flagline for hot weather

Q: Does the 3rd strap sit further back on this harness or the webmaster (I am concerned about male peeing being impeded)?

I have a little 17lb MinPin mutt, and he's worn both this and the Webmaster... and he has gotten pee on both of them. It definitely does NOT impede him from peeing though. It really depends on how he stands when he pees. I do find that the Flagline gets less splatter damage, because it is more flexible and shifts around with his movement better. The Webmaster is great, but it's stiffer, so it's more likely to get in the way (in my dog's experience, anyways). All in all, a great harness though!

Q: How can the neck area be made larger?

The neck can be made larger. There is a belted slide adjust there. There were no instructions that came with the product. The customer service number for Ruff Wear is available online and they are most helpful at helping with their products. We had to make several attempts to adjust to fit a very large Doberman. I love this vest and that it has light support throughout the entire body. Love these products. We have the Ruffwear "Double Back" that is super for support and is the first trial of the need of a very supportive harness for the rear of the dog. There are front and back handles. It is made to support. It is so neat that it has a zippered compartment to put away the rear leg support when not needed. It still has front support and is a very useful harness.

Q: can you hook up to a seatbelt?

If you're hooking up to a seatbelt, we recommend trying the Load Up harness by Ruffwear which is designed to be used in the car.
