There is a Delay Brew option, and a clock, so yes, you can set a time for your coffee to brew.

Q: Does this coffee pot require descaling?

The manual does not saying anything about required descaling. It does suggest that you can the “inside” of the machine using vinegar and water. All other components can be put into the dishwasher.

Q: How often (fast) should water come out of the shwer head?

The best way I can describe it is, the water should come out as a fast drip, and covering most of the coffee grounds. I typically brew for four to eight cups. and the drip is fast enough to fill the coffee filter, without overflowing. Also, if you get tired of the paper filters, I recommend one of the many metal filters that can be substituted. I purchased this one, and it fits perfectly: #4 Reusable Permanent Cone Coffee Filters, 8~12 Cup Size 4 Coffee Filters, Perfect Fit for Cuisinart Hamilton Beach Coffee Maker Filter

Q: Can I buy a permanent filter option for this machine or do I need to use paper filters?

You probably could use a permanent filter, although I suspect it might interfere with the quality of the pour-over method that the machine is built around.
