does the handle get hot?

Yes! Very hot. You will need a pot holder to pour.

I purchased this kettle, but instead of whistling when it's ready, it just spurts water all over the place. Anyone else have this issue?

Haven't had that problem. The whistle was very quiet for a while until I figured out how it works. You need to fill it to just under the spout; then it will whistle loudly.
