Q: Are the tires rubber or like the old big wheel tires which was hard plastic?

The tires are not rubber but what we call today no flat tires (better than the old plastic tires).

Q: What is the lowest seat position? My daughter is 2 but only 31 inches tall.

you should be able to put the seat all the way down for her. long as her feet touch the ground she should be able to ride it. Note: two-year-olds don't usually sit down on the seat, they seem to feel more comfortable standing over the seat and walking the bike. I love these bikes she should do just fine. (I have a childcare center my two-year-olds love them once they get a hang of it).

Q: What is the maximum inseam length of the child who can use this?

Not exactly sure but I’d say no older than an average 3-4 year old . It says for up to 6 years old so I bought it for my 5 year old daughter . It’s WAY to small/short! It says seas adjusts for height but barely! I’d say 3-4 year old fits it best. 5 is pushing it .
