According to the Foot Joy website, one of the features is "Waterproof Construction." I just purchased my shoes and it isn't golf season yet, so I can't share personal experience with these shoes, but I do have another pair of FootJoy shoes that are similar and they are waterproof.

The tongue is standard—not like putting on a sock.

Q: I wear a 6 in fjs. these seem a little stiff. do they loosen up or should i size up?

I sized up a half size just to give me a little more room. They don't stretch.
