Q: Is this woven or bonded?

It is a heavy bonded read away. I've used it successfully wit in the hoop projects.

Q: If i don't tear it away, how does it stand up to a wash cycle?

This is a very thin stabilizer. It will wash, but depending on the design, it may not "hold up"! I would double it's thickness and try it.
