Q: Is the cover 32” diameter when flat without the pillow inside?

I'm sorry, I can't answer that. I don't have it anymore, so I can't measure it. I didn't use a pillow I used styrofoam beads instead. My cat's claws kept ripping the fabric and we had beads all over the place.

Q: Would this work for safety?

I stuffed mine and I keep it next to the couch so my 9 month old can get off with out tumbling on to the floor..

I thinks she will! It’s pretty big and can be filled to your desired density. And if your German Shepard is anything like the one I grew up with, she will happily plop whatever she can fit on the fluff❤️

Q: Does a 32" insert fit this or do you have to buy stuffing ? Is the cover washable?

I ordered and received two of these cushions. The insert came with each. The inserts were not rigid and therefore lacked stability for yoga. My granddaughters like the wobbly cushions. The covers can be washed.
