The nec requirement applies to a completed product enclosure, not a container that is provided for an end-user to modify in any manner. Once any type of opening in the enclosure is provided by the purchaser the enclosure will not meet this requirement unless the mounted equipment and the method of mounting, under the control of the purchaser, is subjected to the testing methods and meets the criteria.
