I think the 'arch' refers to the bill's curvature. This hat does not have the high crown shown in the picture, in fact it fits more like a skull cap with a bill. If you remember when John McCain was wearing a Navy hat in pictures, this is that kind of hat.

Q: is the hst large enough for an XL head?

That hat does have an adjustable strap on the back of it. It should adjust larger for a bigger head.

Q: is this a one size fits all cap?

It is an adjustable hat so unless you have an extremely large or small head, yes, it is a fits all hat.
