Q: Is this best applied to wet or dry hair?

If your hair is curly like mine and you want your curls defined, you put it in after your styling gel, but while hair is WET, or else it'll straighten your curls.

Q: When i receive this package, it will be new and unopened... Correct?

Yes, but red wasn't the color red more like burgundy

Q: What if u have dark hair doescolour work all colours

Not really. If the hair is dark it barely shows up. I've only used the blue (which is like smurf blue 😁) and purple. Both were used on blondes, light brown, & my own white greying hair. I was pleased with the outcome on lighter hair.
