Q: Is this feeder stable enough for setting on a small table instead of hanging?

Stability is not the issue (although it is stable when on a flat surface). Easy access for squirrels and other rodents would prevent one putting it on a flat surface.

Q: Do you have to use rechargeable batteries , one was not included in my box? Thank you
