Q: Is the ribbon double sided?

No. It's sheen on one side and dulled on the other.

Q: Will this package be enough for 60 4&4 gift boxes?

Depends on how much you use on a bow and if you double it around the boxes etc. I suggest you get a string and wrap it around the box the way you plan to use a ribbon. Then mark with a sharpie or cut from the spool. Un tie and lay out flat and measure to see how much it tok. Now multiply that in inches and divide by 36 to get yards. And figure out if you have enough ribbon in the the 300 yard Rolls sold here. Easy peasy so they say. But no one has a clue what you have in your head to wrap the boxes also how tall is that box? Could be a 4x4 square box that's 6 or 8 inches tall. Just not enough information provided.

Q: Are they easy to tie a bow?

I used then to braid key fobs. I suppose it depends on the size of the bows you want to tie.

Q: 2/5" wide seems kind of narrow. Is it?

2/5" is an accurate, if weird measurement on these. That's about .4" or slightly less than half an inch. The ribbon I received is definitely bigger than the 1/4" some are saying theirs is.
