By "Hard Rubber" Do you mean the plastic variety commonly seen in Chinese products. Answer NO. Or are you asking if it is true live rubber which is heavy and does not compress. Answer Yes. Hope this helps

Q: Is this product safe (non-reactive) on vinyl floors?

We are using this on tile floors. It has made no black marks on that. I would think it would be ok, but not sure.
