Q: If I install this cable with loop back up in the downspout how do I prevent cables touching each other?

It's nearly impossible to keep them from touching due to the cable being packaged in a coil causing it to twist and touch and also because of bends in the downspouts. I install a lot of these and they always twist and touch.You can install 1 wire spacer per 12-18 inches to (while doubling the cable) but you would have to purchase more wires and clips.Using a thermostat will keep them from getting hot enough to matter. They wear out faster when not using a thermostat because they run longer and at higher temperatures.

Q: how much current does it draw?

I believe that it draws five watts per foot. So my 100 foot cable draws 500 watts, more if it were longer.

Q: could you use this on a handicap ramp?

You could if you installed it beneath the ramp, in other words, on the backside of the ramp. Just keep the cable protected and definitely use a thermostat. If it is a wood ramp it may not heat up very well so you would need to use more cable. The tricky part would be getting it to stay attached to the ramp.

Q: Could a 20 foot length be safely used on a wooden deck to melt snow? (no winter access)

I hae neer used on a wooden deck , but I do not think the voltage is strong enough to cause problems, you should watch it or check it to see, if ther could be a problem
