Q: Why are these clear and not black as advertised? I specifically wanted black trebles but received clear instead.

This is just Augustine's nomenclature and refers to low tension string. Unfortunately it has nothing to do with the color of the strings. If you want black colored strings, then try Ernie Ball black classical guitar strings.

Q: Do the base string sound louder than the nylon strings? I bought a set and the base strings are significantly louder. Was this a bad set I got?

The bass strings on a classical should be real boomers. So yes.

Q: Does it have a ball end

These are Nylon Classical Guitar Strings and as such, no they do not have a ball end. Strings that do will say so right on the package.
