Every single one I've planted has germinated. Can't ask for more than that.

Growing Just Fine
In my opinion, those who cannot get these seeds to germinate are not growing peppers correctly. Out of 18 cells I had germination in 14. They need warmth and not too much moisture. These aren't tomatoes.
