Q: Would this be good to keep track of small children in the yard during family parties?

I don't think it is legal to tie children

Q: What is the max weight it can hold? I have an 115lb muscular dog

This is pretty strong but considering that your dog must be really powerful I would go for one designed for big dogs. My supper mutt dog weights now around 50 pounds, he's muscular too but can't even move this thing.

Q: I'm looking for something to use while camping. Are you able to pull it out of the ground fairly easily (if you pull straight up)?

It's pretty long....I think I'd want a shorter one for temporary use, but maybe if you use something to pry it out it would be suitable for camping. It might be easier to go around the tree with your tie-out. Depends on the spot obviously.

Q: Could this be used for a cat?

If your cat has no problem wearing a leash I don't see why it wouldn't work.
